The occupied territories must be returned as part of a comprehensive settlement, which would also include a determination of status for Nagorno-Karabakh, said Warlick
“It is important to note that a just settlement must be based on international law, which includes the Helsinki Final Act and the principles of the non-use of force or threat of force, territorial integrity, and self-determination,” he noted.
The co-chair also added that the U.S. does not recognize the regime inNagorno-Karabakh nor does any other country, including Armenia. “Nevertheless, it is important to listen to the voices of all of the population in Nagorno-Karabakh as the co-chairs have done,” he said.
Warlick’s recent meting with Karen Mirzoyan, the “foreign minister” of the separatist regime of Nagorno-Karabakh, in Washington caused strong dissatisfaction of Azerbaijan.
