A total of 21 suggested annexes and amendments to the report were discussed and put to the vote. Most of the annexes and amendments had been proposed by the Armenians, who tried every way to modify the report’s content and soften it to their advantage.
However, the additions and amendments they had proposed were not taken into consideration.
In the end, Armen Rustamyan, a member of the Armenian delegation proposed that the report should be returned to the committee again. But neither the committee nor the rapporteur consented to this proposal. The Armenian side even attempted to change the report’s title but they failed.
The report was then put to the vote and approved with 98 deputies having voted in favor and 71 against.
